On August 30 and 31, the Latin America Program (LAP) of the Auschwitz Institute for the Prevention of Genocide and Mass Atrocities (AIPG) hosted the 'Seminar on Prevention of Mass Atrocities in Migration Contexts' as part of the 'Prevention of Mass Atrocities during the Migration Crisis in Brazil' project in Boa Vista, Roraima, Brazil. This event, co-organized with the Federal Attorney's Office for the Defense of Citizen's Rights of Brazil (PFDC), received support from the Federal University of Roraima (UFRR), the Secretariat of Labor and Social Welfare of Roraima (SETRABES), and the Institut für Auslandsbeziehungen of Germany (ifa).
The seminar had a total of thirty-five participants and ten independent observers. Among them were municipal public officials, including representatives from the Secretariat of Social Assistance and Human Development of Boa Vista, state officials such as the Secretariat of Labor and Social Welfare of Roraima (SETRABES) and the Court of Justice of Roraima, as well as federal officials from the National Ministry of Human Rights and Citizenship and the National Ministry of Development and Social Assistance. Additionally, representatives from security forces and armed forces, including the Federal Police of Brazil, the Brazilian Army, the Brazilian Air Force, and the Municipal Prefecture of Boa Vista, were actively involved.
In recognition of the social significance of this initiative, representatives from civil society organizations and international agencies such as UN Women, the International Organization for Migration, the UN Refugee Agency, and Casa da Mulher Brasileira were also in attendance.
The seminar included a Master Class titled 'Human Mobility from the Prevention Approach: Experiences from Latin America,' led by Eugenia Carbone, Director of LAP. The event saw participation from the university community in Boa Vista and representatives of local social organizations. This activity aimed to share best practices in managing human mobility with a prevention and protection approach in the region, facilitated by the support of AIPG and IFA.
The subsequent segments of the seminar introduced key concepts related to mass atrocities as a process, their preventive approach, associated risk factors, and available prevention tools. Specific considerations for these concepts were discussed in the context of human mobility at global, regional, national, and local levels.
On August 31, the seminar delved into the unique aspects of the migration crisis in Roraima and its intersections with access to healthcare, education, and gender-related issues. As part of the planned activities, the seminar offered workshops and dialogue sessions led by project consultants João Jarochinski and Manuel Gándara. These sessions aimed to advance, validate, and diversify the public policy proposals developed by AIPG and PFDC under the project since 2021.
The 'Prevention of Mass Atrocities in Migratory Contexts' seminar, carried out through the strategic partnership between AIPG and the Brazilian Attorney's Office for the Defense of Citizen's Rights (PFDC), with support from the Federal University of Roraima (UFRR), the Secretariat of Labor and Welfare of Roraima (SETRABES), and the Brazilian National Ministry of Human Rights and Citizenship (MDHC), represents a symbolic and practical agreement to strengthen collaborative efforts and local networks, ultimately working towards improved conditions for the protection of the migrant community in Boa Vista.
El 30 y 31 de agosto, el Programa para América Latina (LAP) del Instituto Auschwitz para la Prevención del Genocidio y Atrocidades Masivas (AIPG) celebró en Boa Vista, Roraima, Brasil, el ‘Seminario sobre Prevención de Atrocidades Masivas en contextos migratorios’ en el marco del proyecto ‘Prevención de Atrocidades Masivas durante la Crisis Migratoria en Brasil’. El seminario, organizado junto con la Procuraduría Federal para la Defensa de los Derechos del Ciudadano de Brasil (PFDC), contó con el apoyo de la Universidad Federal de Roraima (UFRR), la Secretaría de Trabajo y Bienestar Social de Roraima (SETRABES) y del Institut für Auslandsbeziehungen de Alemania (IFA).
Un total de 35 participantes y 10 observadores independientes fueron parte de las actividades del seminario. Entre ellxs hubo funcionarixs públicos municipales como la Secretaría de Asistencia Social y Desenvolvimiento Humano de Boa Vista, estatales como la Secretaría de Trabajo y Bienestar Social de Roraima (SETRABES), y el Tribunal de Justicia de Roraima, y federales como el Ministerio Nacional de Derechos Humanos y Ciudadanía, y el Ministerio Nacional de Desenvolvimiento y Asistencia Social. Funcionarixs de fuerzas de seguridad y fuerzas armadas como la Policía Federal de Brasil, el Ejército Brasileño, la Fuerza Aérea Brasileña, y la Prefectura Municipal de Boa Vista fueron parte de la actividad.
En virtud de la dimensión social de esta iniciativa también estuvieron presentes representantes de organizaciones de la sociedad civil y organismos internacionales como ONU Mujeres, Organización Internacional para las Migraciones, Agencia de la ONU para Refugiados y Casa de la Mujer Brasileña.
Como actividad inaugural del seminario de 2 días, se llevó a cabo una clase magistral titulada ‘Movilidad humana desde el enfoque de la Prevención: Experiencias de América Latina’, a cargo de Eugenia Carbone, Directora del LAP. La clase contó con la asistencia de la comunidad educativa universitaria de Boa Vista y representantes de organizaciones sociales locales. El objetivo de esta actividad fue dar a conocer las buenas prácticas en materia de gestión de la movilidad humana desde un enfoque de prevención y protección llevadas adelante en la región con el apoyo de AIPG e ifa.
Durante el seminario se examinaron las nociones necesarias alrededor del fenómeno de las atrocidades masivas como un proceso y su abordaje preventivo, así como los factores de riesgo asociados y las herramientas de prevención existentes. En este sentido, se analizaron las especificidades de estos conceptos aplicados a contextos de movilidad humana a nivel global, regional, nacional y local.
Por su parte, el 31 de agosto se analizaron las especificidades de la crisis migratoria en Roraima y su interseccionalidad con el acceso a la salud, la educación y la cuestión de género.
Como parte de las actividades programadas el seminario ofreció espacios de taller y diálogo a cargo de João Jarochinski y Manuel Gándara, consultores del proyecto, con el objetivo de avanzar, validar y diversificar las propuestas de políticas públicas que AIPG y la PFDC vienen desarrollando en el marco del proyecto desde 2021.
El seminario ‘Prevención de Atrocidades Masivas en contextos migratorios’, realizado a partir de la alianza estratégica de AIPG con la Procuraduría para la Defensa de los Derechos del Ciudadano de Brasil (PFDC), con el apoyo de la Universidad Federal de Roraima (UFRR), la Secretaría de Trabajo y Bienestar de Roraima (SETRABES), el Ministerio Nacional de Derechos Humanos y Ciudadanía de Brasil (MDHC) y lxs asistentes, representó un acuerdo simbólico y práctico que garantiza el fortalecimiento de las líneas de trabajo y redes locales en pos de mejores condiciones para la protección de la comunidad migrante en Boa Vista.
