On October 21, in its capacity as Technical Secretariat, AIPG co-organized the XII Focal Points Meeting of the Latin American Network for Genocide and Mass Atrocity Prevention in collaboration with the Ministry of Foreign Affairs and Worship of Costa Rica.
The meeting was hosted virtually and served as an opportunity to promote the collaborative efforts undertaken between member states and present national and regional initiatives discussed at previous Focal Points Meetings. The XII LAN Meeting included a segment of interactive dialogue with Ms. Alice Wairimu Nderitu, AIPG alumna and United Nations Special Advisor on the Prevention of Genocide, and Mr. Fernando Lottenberg, Commissioner of the Organization of American States for Monitoring and Combating Antisemitism. The meeting space aimed to analyze and exchange perspectives on the regional challenges of hate speech, as well as the role of governments, the corporate sector, and the Network from a preventive perspective.
Attendees from Argentina, Brazil, Bolivia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Panama, Paraguay, and Uruguay, came from areas within their governments related to human rights and the prevention of violence within Ministries of Foreign Affairs, Justice and Defense, as well as the Office of the Ombudsperson of their countries. This year's meeting was chaired by AIPG Executive Director Dr. Tibi Galis, Ambassador of Costa Rica, Charles Hernández, Director of Foreign Affairs, and Eugenia Carbone, Latin American Program Director/Technical Secretary of the Network. During the event, the participants reaffirmed the importance of the long-term projects within the Network’s remit. These projects aim to promote maintaining the mechanisms and pillars of Transitional Justice, the fight against discrimination, and the protection of vulnerable groups (migrants, LGTBIQ+ persons, and indigenous peoples) as priority areas for regional work in the area of prevention. Central to these initiatives is the axis of combating and preventing hate speech, the challenges presented by corruption and impunity, and early warning systems in the context of social mobilizations. Eugenia Carbone, Director of the Auschwitz Institute's Latin American Program and Technical Secretary of the Latin American Network, explains:
From the AIPG Latin America Program, we are proud to have supported, once again, the creation of a space for dialogue with Latin American government officials engaged in the incorporation of a prevention approach in their respective human rights agenda. Consistent with the objectives of each year's Focal Points Meeting, we analyzed persistent challenges alongside others that have arisen in the region, and discussed ways to work together to prevent atrocities. The XII meeting was also significant in recognizing the value of the Network's trajectory and preparing concrete actions for the upcoming 10th anniversary of its creation (April 2022).
El 21 de octubre, el Instituto Auschwitz para la Prevención del Genocidio y Atrocidades Masivas en su calidad de Secretaría Técnica, coorganizó la XII Reunión de Puntos Focales de la Red Latinoamericana para la Prevención de Genocidios y Atrocidades Masivas (RED) en colaboración con el Ministerio de Relaciones Exteriores y Culto de Costa Rica. La reunión virtual tuvo como objetivo el continuar con los esfuerzos conjuntos realizados entre los estados miembros y presentar las iniciativas nacionales y regionales discutidas en las Reuniones de Puntos Focales anteriores.
La XII Reunión de la RED incluyó un segmento de diálogo interactivo con la Sra. Alice Wairimu Nderitu, ex alumna de AIPG y Asesora Especial de las Naciones Unidas para la Prevención del Genocidio, y el Sr. Fernando Lottenberg, Comisionado de la Organización de Estados Americanos (OEA) para el monitoreo y la lucha contra el antisemitismo. El espacio tuvo como objetivo analizar e intercambiar perspectivas sobre los desafíos regionales del discurso de odio y el papel de los gobiernos, el sector empresarial y la Red desde una óptica preventiva.
Los asistentes de Argentina, Brasil, Bolivia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, México, Panamá, Paraguay y Uruguay provenían de áreas de sus gobiernos relacionadas con los derechos humanos y la prevención de la violencia dentro de los Ministerios de Relaciones Exteriores, Justicia y Defensa, así como de la Defensoría del Pueblo de sus respectivos países.
La reunión de este año fue presidida por el director ejecutivo del Instituto Auschwitz, el Dr. Tibi Galis, así como el director de Relaciones Exteriores y Embajador de Costa Rica, Charles Hernández, y Eugenia Carbone, directora del Programa Latinoamericano de AIPG y quien también es Secretaria Técnica de la Red. Durante el evento, los participantes reafirmaron la importancia de los proyectos a largo plazo dentro del ámbito de la Red, los cuáles tienen como objetivo promover el mantenimiento de los mecanismos y pilares de la Justicia Transicional, la lucha contra la discriminación y la protección de los grupos vulnerables (migrantes, personas LGTBIQ+ y los pueblos indígenas) como áreas prioritarias para el trabajo regional en el ámbito de la prevención. Las iniciativas promovidas durante la reunión tienen como objetivo principal la prevención de los discursos de odio, así como los desafíos que presentan la corrupción y la impunidad, y los sistemas de alerta temprana en el contexto de las movilizaciones sociales.
Eugenia Carbone, directora del Programa Latinoamericano y Secretaria Técnica de la Red Latinoamericana, comentó sobre la participación de AIPG en la reunión:
Desde el Programa para América Latina de la AIPG nos sentimos orgullosos de haber apoyado, una vez más, el espacio de diálogo entre funcionarios gubernamentales latinoamericanos comprometidos con la inclusión de un enfoque de prevención en sus respectivas agendas de derechos humanos. Como cada año, analizamos los desafíos que persisten y los que han surgido en la región, para encontrar las formas de trabajar juntos para prevenir atrocidades. La XII reunión también fue significativa para reconocer el valor de la trayectoria de la RED y preparar acciones concretas para la celebración del próximo décimo aniversario de su creación (abril 2022).
