On October 26-27, the Latin American Network (LAN) held its annual Focal Points Meeting in Mexico City. The meeting was co-organized by the Auschwitz Institute in its capacity of Technical Secretariat of the Network and the Secretariat of Foreign Affairs of Mexico (SRE) as the host institution. This year's event marked the first in-person meeting of the Latin America Network since 2019. With this in mind, Eugenia Carbone, Director of the Auschwitz Institute's Latin American Program and Technical Secretary of the Latin American Network, expressed the following:
After two years of virtual meetings, the summit that the Network held in Mexico on October 26 and 27 represented the opportunity to dialogue more closely and renew commitments for prevention in Latin America. The Focal Points present there, with the accompaniment of AIPG as Technical Secretariat, reviewed the forum's priorities, identified common ground to continue working, and celebrated the 10th anniversary of the Network (2012-2022).
In this year's edition of the LAN meeting, the Network members discussed new challenges and national, binational, and regional approaches to preventing genocide and mass atrocities in the region. Civil society organizations and corporate sector members were also invited to participate as observers in discussions to design joint strategies with government representatives. During the meeting, the Secretariat of Foreign Affairs of Mexico presented on the theme of "Firearms as a key enabler for acts of mass violence that require joint efforts in regulation and control as a preventive action" as a case study. The presentation was followed by a panel discussion organized by AIPG, where representatives from the corporate sector (White & Case law firm), government (Secretariat of Foreign Affairs), and civil society (AIPG) shared their views on the importance and existing challenges around ESG principles (Environmental, Social and corporate Governance) as best practices for corporations that require joint efforts from every relevant actor at the local level. In conclusion, the annual meeting of the Latin American Network for the prevention of genocide and mass atrocities – 10th-anniversary edition (2012-2022) presented the opportunity to reunite the member countries of the Network in person, deepen the collaborative efforts between governments at the regional level, and to resume and initiate discussions on current shared challenges.
Los días 26 y 27 de octubre, el Instituto Auschwitz en su calidad de Secretaría Técnica, coorganizó la Reunión de Puntos Focales de la Red Latinoamericana para la Prevención de Genocidios y Atrocidades Masivas (RED) en la Ciudad de México en colaboración con la Secretaría de Relaciones Exteriores de México (SRE) como institución anfitriona.
El evento de este año fue la primera reunión presencial de la Red Latinoamericana desde 2019. En este sentido, Eugenia Carbone, Directora del Programa Latinoamericano del Instituto Auschwitz y Secretaria Técnica de la Red Latinoamericana, expresó lo siguiente:
Tras dos años de reuniones virtuales, la cumbre que la Red celebró en México los días 26 y 27 de octubre representó la oportunidad de dialogar más estrechamente y renovar los compromisos para la prevención en América Latina. Los Puntos Focales allí presentes, con el acompañamiento de AIPG como Secretaría Técnica, revisaron las prioridades del foro, identificaron puntos en común para seguir trabajando y celebraron el 10º aniversario de la Red (2012-2022).
En la edición de este año, los miembros de la Red debatieron sobre los nuevos retos y los enfoques nacionales, binacionales y regionales para prevenir genocidios y atrocidades masivas en la región. Además, también se invitó a organizaciones de la sociedad civil y a los miembros del sector empresarial a participar como observadores en los debates para diseñar estrategias conjuntas con los representantes de los gobiernos.
Durante la reunión, la Secretaría de Relaciones Exteriores de México presentó como caso de estudio el tema “Las armas de fuego como un habilitador clave para actos de violencia masiva que requieren de esfuerzos conjuntos de regulación y control como acción preventiva”. La presentación fue seguida por un panel de discusión organizado por AIPG, donde representantes del sector corporativo (firma de abogados White & Case), del gobierno (SRE) y de la sociedad civil (AIPG) compartieron sus puntos de vista sobre la importancia y los retos existentes en torno a los principios ASG (ambientales, sociales y de gobernanza) para las empresas que requieren esfuerzos conjuntos de todos los actores relevantes a nivel local.
En conclusión, la reunión de la Red Latinoamericana para la Prevención del Genocidio y Atrocidades Masivas de décimo aniversario (2012-2022), reunió a los países miembros de la Red en persona para profundizar los esfuerzos de colaboración entre los gobiernos a nivel regional, y retomar e iniciar las discusiones sobre los actuales desafíos compartidos.
