On May 16, the Latin American Program (LAP) team of the Auschwitz Institute for the Prevention of Genocide and Mass Atrocities (AIPG) celebrated the signing of a Memorandum of Understanding with the Office of the Ombudsperson of Brazil (PFDC) in Brasilia. This signified an important step forward in consolidating the collaborative relationship both institutions have developed over more than 10 years of working together. As part of the Latin American Network for the Prevention of Genocide and Mass Atrocities (LAN), the PFDC is a strategic ally involved in different AIPG-led projects in Brazil, including the Project Atrocity Prevention during the Latin American Migration Crisis in Brazil, which is supported by the IFA (Institut für Auslandsbeziehungen). AIPG’s collaboration with PFDC through the LAP team has resulted in training opportunities - among other outcomes - for PFDC public officials. These officials have begun to apply and replicate the knowledge they gained from these trainings through various dissemination activities on the prevention of atrocities in a migratory context.
The trip to Brasilia also provided the LAP team with the opportunity to meet with representatives from the Ministry of Human Rights and Citizens of Brazil, which resulted in the Ministry returning to the Latin American Network for the Prevention of Genocide and Mass Atrocities as a member institution. This achievement is not only important for the strengthening of institutional ties between AIPG and its allies in Brazil, but also to continue training Brazilian public officials.
In addition to bolstering its already close relations with the Ministry of Human Rights and Citizens of Brazil, the LAP team also had the opportunity to introduce its project on “Atrocity Prevention during the Latin American Migration Crisis in Brazil” to the National Committee for Migrations and Refugees (CONARE) located in Roraima and part of the Ministry of Justice of Brazil. During this meeting, progress was made toward expanding the participation of federal institutions in activities incentivizing risk prevention around migration and human mobility in Brazil.
In sum, these advancements were fundamental for identifying potential spaces in which the LAP can expand its work in Brazil, in addition to aiding the search for opportunities and local allies with whom to work collaboratively with toward the prevention of atrocities.
El 16 de mayo el equipo del Programa para América Latina (LAP) del Instituto Auschwitz para la Prevención del Genocidio y Atrocidades Masivas (AIPG) celebró la firma de un Memorándum de Entendimiento con la Procuraduría Federal para los Derechos del Ciudadano de Brasil (PFDC). Esta noticia fue reportada por la PFDC en su sitio web y puede accederse a través de este enlace. Este instrumento firmado en la ciudad de Brasilia significa un paso adelante en la consolidación de la actuación conjunta desarrollada por las dos instituciones a lo largo de más de 10 años de trabajo. Como parte de la Red Latinoamericana para la Prevención de Genocidio y Atrocidades Masivas (LAN), la PFDC es una aliada estratégico en diferentes proyectos de AIPG en Brasil, específicamente en el Proyecto de Prevención de Atrocidades Masivas durante la Crisis Migratoria en Brasil, con el apoyo de IFA (Institut für Auslandsbeziehungen). Este trabajo conjunto ha generado, entre otros resultados, oportunidades de capacitación de funcionarios públicos de la PFDC que están aplicando y replicando a su labor diaria los conocimientos en actividades de difusión de información sobre la prevención de atrocidades en el contexto migratorio.
El viaje a Brasilia también significó la oportunidad de generar reuniones presenciales con representantes del Ministerio de los Derechos Humanos y de los Ciudadanos de Brasil y ha contribuido al retorno del Ministerio como parte de la Red Latinoamericana de Prevención del Genocidio y Atrocidades Masivas. Este es un logro muy importante para el fortalecimiento de los lazos institucionales entre AIPG y sus aliados en aquel país, así como para la capacitación de funcionarios públicos brasileños.
En este sentido, además de reforzar las relaciones ya consolidadas, existió la oportunidad de presentar el proyecto del LAP en Roraima al Comité Nacional para Migraciones y Refugio (CONARE), vinculado al Ministerio de Justicia de Brasil. En esta reunión se avanzó en la generación de oportunidades para expandir la participación de instituciones federales en acciones que incentiven la prevención de riesgos en temas de los derechos humanos en Brasil.
En resumen, estos avances fueron fundamentales para la identificación de potenciales espacios para la ampliación del rol del Programa para América Latina en Brasil, y también para la búsqueda de oportunidades y posibles aliados locales con necesidades de acciones conjuntas en el tema de prevención.
