The Auschwitz Institute for the Prevention of Genocide and Mass Atrocities (AIPG) is proud to announce the publication of a new policy paper entitled Promoting SDG 16+ and the Prevention of Mass Atrocities.

This paper provides a series of evidence-based recommendations on how governments can better advance their efforts to foster more peaceful, inclusive, and just societies globally that can also support the early prevention of mass atrocities. Promoting SDG 16+ and the Prevention of Mass Atrocities, therefore, responds to the need for more systematic research on the development-prevention nexus by also examining the challenges and advantages of working at the intersection of SDG 16+ and atrocity prevention. This paper further addresses several thematic policy areas that were identified by government officials from Europe, North America, East Asia, and Oceania during the research phase as particularly important for advancing SDG 16+ goals and the prevention of atrocities.
Promoting SDG 16+ and the Prevention of Mass Atrocities argues that operationalizing the development-prevention nexus must focus on applying an atrocity prevention lens to SDG 16+ programming in order to examine how these activities impact different real or perceived identity groups and how they can contribute to the (ongoing) reduction of one or more risk factors for mass atrocities over the longer term. Operationalizing this nexus must also center on integrating atrocity prevention assessments, strategies, and tools, such as trainings that are targeted and tailored, during the program design phase. Designing and implementing programs at the intersection of SDG 16+ and atrocity prevention will focus attention on long-term (upstream) prevention and specific risk factors and drivers of violence that can lead to atrocities.
Ultimately, Promoting SDG 16+ and the Prevention of Mass Atrocities argues that governments must couple their ongoing engagement in multilateral deliberations on prevention and advancing SDG 16+ goals with more action across all levels of government.

Este documento proporciona una serie de recomendaciones basadas en pruebas sobre cómo los gobiernos pueden avanzar mejor en sus esfuerzos para fomentar sociedades más pacíficas, inclusivas y justas a nivel mundial que también puedan apoyar la prevención temprana de atrocidades masivas. Promoting SDG 16+ and the Prevention of Mass Atrocities sostiene que la puesta en práctica del nexo entre desarrollo y prevención debe centrarse en la aplicación de una perspectiva de prevención de atrocidades a la programación del ODS 16+ con el fin de examinar cómo afectan estas actividades a los diferentes grupos de identidad reales o percibidos y cómo pueden contribuir a la reducción (continua) de uno o más factores de riesgo de atrocidades masivas a largo plazo. La puesta en práctica de este enfoque también debe centrarse en la integración de evaluaciones, estrategias y herramientas de prevención de atrocidades, como la formación específica y adaptada, durante la fase de diseño del programa. El diseño y la ejecución de programas en la intersección del ODS 16+ y la prevención de atrocidades centrarán la atención en la prevención a largo plazo (ascendente) y en los factores de riesgo e impulsores específicos de la violencia que pueden conducir a atrocidades.
En última instancia, Promoting SDG 16+ and the Prevention of Mass Atrocities sostiene que los gobiernos deben combinar su participación continua en las deliberaciones multilaterales sobre prevención y promoción de los objetivos del ODS 16+ con una mayor acción en todos los niveles de gobierno.
