Strengthening Atrocity Prevention and Human Rights in Chile

On September 22–23, the Auschwitz Institute, through its Research and Online Education and Latin America Program, organized a two-day in-person seminar in Santiago, Chile, in collaboration with Carabineros de Chile and with the support of Ireland's Department of Foreign Affairs and Trade.

The seminar brought together 25 officers from Carabineros de Chile, selected from the 144 Chilean alumni of the Conflict-Related Atrocity Crimes Prevention (CRACP) Program. Building on their previous online training, the event provided an opportunity to exchange experiences, reflect on atrocity risks in Chile, and explore practical approaches to prevention within the security sector.

The first day focused on the fundamentals of atrocity prevention and the transition from early warning to effective action. Participants then visited the Museum of Memory and Human Rights, where they explored the relationship between historical memory, human rights, and guarantees of non-recurrence.

On the second day, participants reflected on their experiences and engaged in discussions on the challenges and opportunities for strengthening human rights protection and integrating guarantees of non-recurrence into security institutions. The seminar concluded with a closing discussion and a certificate ceremony recognizing participants' completion of the training.

Throughout the seminar, participants connected theoretical frameworks with their professional experiences, reinforcing the importance of institutional responsibility, dialogue, and continued collaboration in preventing mass atrocities.

Los días 22 y 23 de septiembre, el Auschwitz Institute, a través de su Departamento de Investigación y Educación en Línea y de el Programa para América Latina, organizó un seminario presencial de dos días en Santiago de Chile, en colaboración con Carabineros de Chile y con el apoyo del Departamento de Asuntos Exteriores y Comercio de Irlanda.

El seminario reunió a 25 oficiales de Carabineros de Chile, seleccionados entre los 144 exalumnxs chilenos del Programa de Prevención de Crímenes Atroces Relacionados con Conflictos (CRACP, por sus siglas en inglés). Como continuación de su formación previa en línea, el encuentro brindó una oportunidad para intercambiar experiencias, reflexionar sobre los riesgos de atrocidades en Chile y explorar enfoques prácticos para la prevención dentro del sector de la seguridad.

El primer día se centró en los fundamentos de la prevención de atrocidades y en la transición de la alerta temprana a una acción efectiva. Posteriormente, los participantes visitaron el Museo de la Memoria y los Derechos Humanos, donde exploraron la relación entre la memoria histórica, los derechos humanos y las garantías de no repetición.

Durante el segundo día, los participantes reflexionaron sobre sus experiencias y participaron en conversaciones sobre los desafíos y las oportunidades para fortalecer la protección de los derechos humanos e integrar las garantías de no repetición en las instituciones de seguridad. El seminario concluyó con una conversación de cierre y una ceremonia de entrega de certificados que reconoció la finalización de la capacitación por parte de los participantes.

A lo largo del seminario, los participantes relacionaron los marcos teóricos con sus experiencias profesionales, reforzando la importancia de la responsabilidad institucional, el diálogo y la colaboración continua para prevenir atrocidades masivas.
