Romania | Building Democratic Resilience in Border Spaces

Project focus: Strengthening democratic resilience and human rights–based migration management in border regions through training, dialogue, and narrative change.

Lead: Dr. Gabriela Ghindea, Director of Mediterranean Basin Programs

  • Training & Capacity Building
    • Training series on atrocity prevention and human rights protection launched in March 2023.
    • Bi-annual customized workshops for border police agents in training; over 1,000 officers trained since program launch in partnership with the “Avram Iancu” Border Police Training School in Oradea.
    • Training becomes part of educational curriculum.
    • Development and piloting of training formats on narrative change for central and local administration and the civil society sector.
  • Coordination & Dialogue
    • Organization of international and regional discussion fora on migration and inclusion with national and international stakeholders in Bucharest and Oradea.
    • Launch of consultations for a Romanian Network for Migrant Rights.
    • Intersectoral consultations with state and civil society organizations in border communities.

  • Policy & Advocacy
    • International conference in the Romanian Parliament (May 2025) with 150+ participants.
    • Focused discussions on refugee protection and atrocity prevention.
